Definition of "Yucheng"

In only eight months, a 143 m dam was built on the Tuhai River in Yucheng county to impound 50 million m3 of water and irrigate 500 000 mow.

The provincial government has designated thirty-four counties in Henan as officially impoverished (pinkun xian) according to the provincial criterion: an average annual per capita income below 500 yuan and total household assets valued at less than 8,000 yuan, based on 1990 prices. Since foreigners are still prohibited from entering most such areas, I was able to visit only those that had already benefited from international and government-supported microfinance programs (discussed below), specifically Yucheng County in the east and Nanzhao County in the southwest of the province.
